The National Leadership Conference of Haitian Mayors
is dedicated to implementing projects dedicated to improving the quality of
life for the Citizens of Haiti. The MICT and MINUSTAH have granted NLCHM
funding to provide Ethics and Protocol training to Haiti’s Mayors and
Elected Officials. As the head of their city, it is important for Mayors to
be equipped with the tools necessary to properly market themselves and the
city that they represent. Committing faux pas or blatant breaches of
ethics or protocol may have long-term ramifications.
The NLCHM will provide a comprehensive three-day
training of expert instruction, guided exercises and coaching that provides
a thorough grounding in the fundamentals of operational protocol.
Participants gain a broad understanding of functional business, government,
and international protocol, as well as the expertise to confidently and
appropriately apply protocol formulas in the most complex or critical
situations. Strong personal leadership skill development balances this high
quality curriculum, elevating the participant’s confidence, preparedness,
and professionalism. Eleven trainings within the 10 departments will be
held throughout Haiti over the course of the year.
The mission of the National Leadership Conference
of Haitian Mayors is to help each city achieve self-sufficiency through the
use of mentoring opportunities, coordination of resources, and
collaboration. A very special thanks to our partners the National

novembre dans cette ville americaine l'Association des Entrepreneurs de
l'Artibonite ( AEA ) en collaboration avec FAVACA,Fischleer School of
Education and Human Ressources de Nova SoutheasternUniversity,Haitian
International Group,Project 2000 International,Inc.
Selon une source proche du
Secretariat technique de cette conference, M Ralph Latortue, qui est
architecte de profession, presentera le projet Iniative Haiti-Florida
conistant en un partenariat entre le gouvernement haitien et les Board Of
Education de Broward, Dade et Palm County pour l'amelioration et la
modernisation des equipements scolaires dans les regions ravagees par les
recents cyclones de cette annee.
Un projet de creation d'une
quarantaine de villages urbains sera lance bientot en Haiti par le
gouvernement de Preval grace a un don de plusieurs centaines de maisons
prefabriquees de ces districts scolaires. Les premiers elements de ce projet
ont ete reveles mercredi soir 19 novembre par une delegation d'emissaires du
president Preval a une reunion tenue au siege du Board Education de Broward
County a Fort Lauderdale.La delegation etait composee de Mme Elizabeth
Debrosse Delaour, Conseillere Speciale du President,de l'architecte Lesly
Voltaire,accompagnes des Consuls Latortue et Jospitre.
La Conference sur la
Reconstruction et la Modernisation des Gonaives se deroulera au siege de
Novasoutheasthern a 1750 NE 167 Sreet,North Miami Beach. Elle pourra degager
des conclusions majeurs relatives a l'amenagement du territoire dont une
etude serieuse est preparee par un expert haitiano-canadien ne aux Gonaives
M Jean Olthene Tanisma,detenteur d'une Maitrise en urbanisation de
l'Universite de Quebec a Montreal.

UN force in Haiti likely to be renewed

UNITED NATIONS (AP) — The U.N Security Council will likely keep peacekeeping
troops in Haiti for another year, but will not heed Haitians' calls to shift
their focus to economic development in the storm-ravaged nation, the chief
U.N.
envoy to the country said Wednesday.
The council held talks on renewing the Brazilian-led force. A vote is expected
on Oct. 14, the day before its current one-year mandate expires.
A draft resolution circulated Wednesday would extend the mandate while keeping
the number of troops at 7,060 and police at 2,091. It also lends support for a
high-level donor conference for Haiti and "strongly condemns the grave
violations against children affected by armed violence, as well as widespread
rape and other sexual abuse of girls."
U.N. Special Representative Hedi Annabi, who heads the four-year-old mission,
told the council that though Haiti was seriously set back by riots over
soaring
food prices and devastating hurricanes this year, he was convinced Haiti can
overcome its problems with help.
While Haitian President Rene Preval has called on the force for more than two
years to provide long-term assistance with "fewer tanks and more tractors,"
Annabi said he would not request a shift to development work this year because
it is not the council's mission.
"I'm not going to ask for something that will never happen," Annabi told The
Associated Press as he entered the council chamber.
"We try on the margins of the mandate to do what we can, to do simple things
for people to meet emergency needs ... but we don't have a development mandate
and never will," Annabi said.
The force has been in place since the chaos following a 2004 rebellion and the
ouster of President Jean-Bertrand Aristide. It has provided the only real
security in Haiti ever since, fighting gangs, cracking down on kidnappers and
helping develop local police.
When riots sparked by high food prices and capitalized on by Preval's
opponents
broke out in April, blue-helmeted soldiers fired tear gas and rubber bullets
to keep protesters from storming the presidential palace.
At least six Haitians and a U.N. police officer from Nigeria were killed in
the week of violence.
While the peacekeeping force costs $575 million this year, the U.N. has had a
harder time finding development money.
Just 16 percent of its $108 million appeal has been funded after four storms
left at least 793 dead and thousands homeless, the U.N. Office for the
Coordination of Humanitarian Affairs said.
Bridges have fallen and roads are flooded, making it impossible for many to
reach their fields or markets, but no money has been received for economic
recovery or infrastructure projects under the appeal.
Meanwhile, food prices continue to rise after 60 percent of the year's harvest
was wiped out.

– The Miami-Dade County Black Affairs
Advisory Board’s Health Education Committee,
chaired by Ms. Marie-Jose Ledan and
co-sponsor Galata Intergenerational
Community Center will offer participants the
opportunity to receive free blood pressure
checks, information on Alzheimer disease,
breast health information and to develop
health profiles that will give family and
caregivers pertinent information detailing
medical providers, insurance, living wills,
etc. Very often family members are unaware
of the names and providers of medical or
other legal services to a member who becomes
ill or incapacitated. This workshop will
provide assistance in developing a medical
or legal profile that should be shared with
a family member or a confidante.
The Black
Affairs Advisory Board was created in 1994
to articulate issues, address concerns,
advocate and report to the Board of County
Commissioners. It is comprised of
civic-minded members appointed by the Board
of County Commissioners.

On February 14, 2008, the members of
the Board of Directors of the National Leadership Conference of
Haitian Mayors (NLCHM) arrived in Atlanta, Georgia for the 1st
Annual Board Member Retreat. Held at the office of the National
Conference of Black Mayors, Inc. (NCBM), this retreat was a
follow-up to the 23rd Annual Convention of the World
Conference of Mayors (WCM) which was hosted by Haiti in November
2007. At this conference the NCBM and the WCM Board of Directors
passed a resolution adopting the NLCHM. Through this partnership,
the NCBM and WCM will provide technical assistance to help further
the mission of the NLCHM.

to the Haitian Government- the Honorable Paul Antoine Bien-Aime MICT,
The United States Embassy in Haiti, Ms. Vanessa Williams, Executive
Director of the National Conference of Black Mayors and her staff as
